With all of these initial issues dealt with, I've been able to play JA2 a little. though the intro hasn't caused me any problems similar to what people have been mentioning online, I've disabled it for the sake of troubleshooting ease verified the framerate issue was present, then applied the wined3d.exe framerate fix by copying over "ddraw.dll", "libwine.dll", and "wined3d.dll" to my JA2 directory - this fixed it ran into a black screen issue where launching JA2 presented a permanent black screen I modified ja2.exe's properties, setting it to run in compatibility mode for Windows XP (SP3), checked the box 'Reduced color mode' and set it to 16-bit color, and checked the box for "Run this program as an administrator" this fix eliminated the black screen problem
